Hogan on Tuesday, July 5 suspended the "good and substantial reason" standard for carry-related gun permits.
"It would be unconstitutional to continue enforcing this provision in state law," Hogan said.
Baltimore alone experienced 11 reported shooting incidents from July 1 to July 4, with four fatalities, city police said.
Violence continued into the early hours of July 5 when two people were shot in Frederick County after a Fourth of July celebration, followed by another shooting injuring at least one in Baltimore.
This decision was made following the U.S. Supreme Court's decision on a provision in New York law pertaining to handgun permitting that Governor Hogan says is "virtually indistinguishable from Maryland law".
"I am directing the Maryland State Police to immediately suspend utilization of the 'good and substantial reason' standard when reviewing applications for Wear and Carry Permits," Hogan said.
Governor Hogan claimed in his statement that this suspension will not impact other permitting requirements or protocols.
